The Ministry of Construction, Transport and Infrastructure published the Draft Law on Amendments to the Law on Planning and Construction. The most important novelties that the planned changes should bring to the legal order of the Republic of Serbia are:
– Abolition of land conversion with a fee for certain categories of persons, while the position of other categories that were obliged to pay the conversion fee under the previous regulations will be regulated by a separate law.
– Establishing the obligation to obtain a certificate on the energy properties of the building, that is, on its special parts, during the construction of new buildings. The same obligation is established for owners of existing buildings and their special parts, but a suitable deadline is left for its fulfillment, 5 years for owners of commercial buildings, 10 years for owners of residential buildings.
– Introduction of the basis for reducing the fee for development of construction land for investors, provided that they obtain a “green building” certificate, on the basis of which they are entitled to a reduction of 10% on the total amount of the determined fee for development of construction land.
